For compact electric mobility that stays within the limits below, Brazilian federal traffic rules treat the product as an equipamento de mobilidade individual autopropelido (self-propelled individual mobility equipment). In that category, registration, licensing and a driver licence are not required under CONTRAN Resolution 996/2023.

What this means in practice

  • Within the limits above: no vehicle registration, no licensing, and no driver licence (habilitação) are required for this equipment class under the federal CONTRAN framework.
  • Equipment must include a speed indicator and/or electronic speed limiter, a bell, and night signalling (front, rear and side).
  • Where the vehicle may circulate is set by the local traffic authority (municipal / road jurisdiction), not only by federal classification.
  • If any limit is exceeded, the product may be reclassified (e.g. ciclomotor / motoneta / motorcycle) and then registration, licensing and licensing of the rider can apply.

Limits that matter for classification

What this means in practice

  • Plan to the 25 km/h (recreational) and 40 km/h (calzada) bulletin figures; map products to official classes in Anexo 80, not marketing labels alone.
  • No sidewalk circulation on andenes / exclusively pedestrian infrastructure; route for roadway / designated spaces.
  • Build VELMPU gear (braking, lights, signals, limiter, displays) plus helmet and night reflective garments into rider/fleet SOPs.
  • Plan factory or aftermarket ID plates before the 1 Jan 2027 obligation; territorial authorities may still set local circulation rules.
